Madouris is one of the two provinces that sandwich the capital city of Tiraas, and was one of the first two provinces to join the Empire. The province includes the outlying areas surrounding the capital of Tiraas, making it a very wealthy province with close ties to the Empire. The province began as an independent city-state centered around the city of Madouris before being incorporated into the Empire. Today, the City of Madouris serves as both the capital of the province and the Empire's key manufacturing hub. Despite its proximity to the capital, Madouris has maintained a powerful independence from Tiraas, and indeed, the Madouris family has held the Imperial throne before. The Madouris family is the oldest continuous line in the Empire, able to date their continuous genealogy back to the Empire's founding. The City of Madouris is now the key manufacturing hub that supports both the Empire and the capital. The city is home to Falconeer Industries, the inventor of the horseless carriage and one of the most important economic entities in the Empire. In recent years, Madouris has flourished as an economic hub, leveraging its manufacturing capabilities and industrial expertise to become a crucial economic engine for the entire Empire. Madouris is one of the two provinces (with Tiraan Province) that sandwich the Imperial capital. House Madouri holds authority over both Madouris and Tiraan Province, and the province is geographically small relative to the Empire's sprawling western and northern provinces, deriving its weight from proximity to Tiraas, manufacturing, and ancient prestige rather than from territory.

The capital city itself grew up around a rocky hill, on which the original fortified city of Madouris was built. As the settlement expanded over the centuries it developed in concentric rings: the oldest fortification became the Lower City, and a second ring of walls enclosed the expanding Outer City beyond it. The province's chief watercourse is the River Althra, which runs through the manufacturing region; the new industrial district was deliberately sited downstream on the Althra so that its waste would not foul the historic city upriver.

The wider province contains the usual mix of Tiraan settlement, churches and cathedrals, and rural holdings of House Madouri — including a summer hunting lodge in the countryside whose foundations predate the Enchanter Wars.

The City of Madouris

Most of the city maintains its historic architecture, and great effort is taken to preserve it. The people take pride in the ancient architecture as a way of defining themselves against the modernization of the capital, using their preserved historic buildings as a statement of provincial identity and independence from Tiraas's rapid development.

There are two important exceptions to this preservation of historic architecture. The first is Madouri Manor, the seat of the ruling family. The Madouri have ruled the province since before there was an Empire, and the family line has included everything from populist leaders to some truly horrendous despots. Some five hundred years back, the Madouri Duke chose to begin a process of expanding the family Manor. After three generations of successive Dukes and Duchesses attempting to one-up their ancestor, the entire "old town" of Madouris came to be incorporated into the Manor compound. Today, Madouri Manor is literally the size of a large town, with the original city walls now demarcating the boundary of the Manor grounds. The Manor stands as a monument to the Madouri family's ambition and power, a sprawling complex that has grown over generations into a city within a city.

The other major notable region is the new industrial district. Carefully built outside of the town proper, and downstream on the River Althra, this industrial district is the home of Falconeer Industries and in the last few decades has become one of the most important manufacturing centers in the Empire. The district's strategic location downstream ensures that industrial waste and pollution do not affect the historic city, while its proximity allows for efficient transport and logistics. This industrial district represents the province's embrace of modernity and industrial innovation, contrasting sharply with the preserved historic architecture of the main city while providing the economic engine that has made Madouris wealthy and influential.

People and Physical Characteristics

The people of Madouris display physical characteristics that largely match the Tiraan ethnic blend, reflecting the province's position as a crossroads between major ethnic groups. The population represents a combination of Viridalian and Calderaan ethnicities, resulting in distinctive features that blend elements from both traditions. Skin tones typically display an olive complexion, lighter than the traditional darker Calderaan tones, reflecting the blending of Viridalian and Calderaan ancestry. Hair is predominantly straight brown, which has become the norm in Madouris as a result of this ethnic combination. House Madouri itself carries old ties to Shaathism: a family crypt beneath the Madouri summer lodge bears Shaathist iconography, a legacy of an earlier, more rustic era of the dynasty.

Her domestic policy is openly populist and economically interventionist: she has cut the taxes her father imposed on local business, funding civic improvement out of the House treasury instead, and has made a signature program of issuing small-business loans to her residents — a strategy that strengthens the local economy while quietly extending House Madouri's influence. (When she extended the same loan program to residents of Last Rock, Calderaas read it as territorial encroachment, illustrating how her "generosity" doubles as statecraft.)

The Duchess maintains an armed household guard; in moments of unrest she deploys troops and barricades, though Imperial doctrine since Empress Theasia's day has cautioned against overt shows of force before a hostile crowd. The failed power-play of the Enchanter Wars era left the province under far heavier Imperial oversight than it historically enjoyed, and an Imperial garrison is stationed in the city of Madouris.

The province's relationship with the Empire fundamentally changed during the peak of the Enchanter Wars, when the Empire was very nearly dissolved. At that critical moment, House Madouris and House Aldarasi launched a scheme with the backing of the Universal Church to create a puppet ruler in Tiraas that they could rule the Empire through. This is how the previously minor Tirasian house ended up in power—House Madouris and House Aldarasi believed they could control the new Imperial family and maintain their influence over Imperial governance.

However, they bit off more than they could handle with Sarsamon Tirassian, who used the subsequent Stalweiss invasion to consolidate power and break free from the control of the houses that had placed him on the throne. While House Aldarasi pivoted, throwing their full support behind the new Imperial Family and earning the Empire's gratitude (which explains their minimal Imperial oversight today), House Madouri continued to attempt to control them. This strained their relationship with the Silver Throne, and the mismanagement of the province by the last few generations of the family has done nothing to repair this damage.

The consequences of this failed power play and the subsequent strained relationship have led to vastly more Imperial presence and oversight in the province than was ever historically true.
